National Bar Conference Panel

It is an incredible honor to have been invited as a panelist at the 2025 Iranian-American Bar Association (“IABA”) National Conference in San Francisco, California.

Sharing my journey as both a Virginian and Iranian-American with so many inspiring leaders, legal professionals, and community members is truly meaningful. Our panel explored the importance of representation, the ways our heritage shapes our approach to leadership, and how advocacy and civic engagement drive lasting change.

Standing alongside such accomplished colleagues reinforces my belief in the power of diverse voices in public service. I am grateful for the opportunity to connect, reflect, and encourage others to pursue leadership roles that give back to our communities.

I look forward to sharing further insights and experiences in next week’s newsletter.

Navigating state agencies can be confusing and difficult at times. As the delegate for House District 27, I can help you communicate with state agencies such as the Virginia Employment Commission, Departments of Taxation, Social Services, Transportation and more! Introducing Care In Action

Grateful to introduce Care in Action, a powerful group advocating for the rights of domestic workers—and proud to stand with them as they care for our families and communities every day. Members of Care in Action provide vital support as nannies and home care workers delivering compassionate assistance to children, the elderly, and individuals with disabilities. Care is essential, and those who provide it deserve respect, protection, and a voice!

Firehouse Tour

I had the privilege of joining the Loudoun County Professional Firefighters for a ride-along that gave me a firsthand look at their incredible work. I visited several fire stations, toured their headquarters, training centers, and dispatch centers, and even got an inside look at their mobile lab, which responds to hazardous chemical incidents. It was fascinating to see how each station is uniquely personalized by its crew, from the gear and photos on the walls to the setup of their common areas and sleeping quarters. Along the way, I shared lunch with the firefighters and saw the dedication, skill, and teamwork that keep our community safe every day. I came away with a deeper appreciation for the professionalism and sacrifice of our firefighters—and a renewed commitment to supporting the vital resources they need to do their jobs.

ENDORSEMENTS!

With October upon us, it’s a great time to reflect on progress and look ahead with confidence. Let’s continue fostering hope, positivity, and community spirit. As always, my office stands ready to assist you in any way we can.

Virginia Democrats Deliver Tax Rebate Checks

Keep an eye on your mailboxes if you live in Virginia! A Virginia tax rebate check will be arriving as part of a $1 billion rebate program. Eligible Virginians will receive their rebates automatically, either by mail or direct deposit, based on their recent tax filings. These checks will provide $200 for individuals and $400 for couples, offering meaningful relief for thousands of families across the state.

While the federal government continues to struggle with political gridlock, Virginia House Democrats are focused on getting real results for working families. These rebates are just one example of our ongoing efforts to lower costs, put hardworking Virginians first, and stimulate local economies throughout the Commonwealth.

Government Shutdown Town Hall

Town hall with Congressman Subramanyam addressing Government shutdown concerns.

I introduced Congressman Suhas Subramanyam (CD-10) and attended his town hall for Virginia’s 10th Congressional District, convened to address urgent concerns about the ongoing government shutdown. With the shutdown several days in, the Congressman explained the shutdown began after a continuing resolution lacking an extension for crucial Affordable Care Act (“ACA”) tax credits, which failed to pass, leaving federal workers, contractors, and families across our community in limbo. We listened to residents about the crisis’s impact, expressing the pain caused by the government shutdown and described how federal actions are affecting their lives:

Vice President of Melwood highlighting what organizations who employ individuals with disabilities are facing: “Our workforce is predominantly people with disabilities. Our workers thrive on stability and structure and are contributing members of society and are off of government benefits because of their employment through Melwood. Many without those benefits and without steady pay may need to return to those benefits that are also facing significant changes. Unlike federal employees, contractors don’t receive back pay when the government reopens.”

 – JC

Georgetown University professor on the impact of the Trump presidency on higher education and its effect on research: “We’ve had huge cuts to federal funding for research already. American research output is declining. We have other nations that are racing ahead of us.”

– BA

Former non-profit, government-contracted employee, after losing her job in January as a result of funding cuts, being fired at 4:30 p.m., then losing her health care insurance 30 minutes later: “I am underemployed and paying for bare bones minimum coverage through the Virginia marketplace as provided by the Affordable Care Act. I may lose my coverage again with their (Republican) current policies and threats with the government shutdown.”

– Former Nonprofit Employee Contracted with USAID

As we continue to work across all levels of government, Virginia Democratic lawmakers are continuing to support federal workers through key legislation, including:

SB 1430 – During a government shutdown, people at risk of losing their home get 60 days (instead of 30) before foreclosure starts. This help now applies to any length of shutdown, not just ones lasting 14 days or more.

HB 1766 – Weekly unemployment benefits will increase on or after January 1, 2026 (the enactment would have been July 1, 2025, but Governor Youngkin amended it to start later).

As a Delegate representing Loudoun County – a community where a significant number of federal employees – I am committed to ensuring that these workers are not left alone during this challenging time. I will continue working with colleagues and local leaders to assist affected families and help protect Northern Virginia’s economy.

Resources for Furloughed Federal Workers

For the thousands of residents of Loudoun County and the surrounding area impacted by the government shutdown, the county has assembled a variety of resources to assist those who are affected. To learn more about the available support and services, please visit the links below.

If you are facing difficulty due to the government shutdown and require assistance from the state government, contact my office at DelAReaser@house.virginia.gov, and a member of my staff will be in touch.

Celebrating 150 Years of Sterling United Methodist Church

Thankful to celebrate Sterling UMC’s 150-year anniversary.

Founded in 1875 as a small, one-room building, Sterling United Methodist Church has grown into a pillar of the Sterling community. This past Sunday, the congregation gathered to celebrate its 150th anniversary, marking a monumental milestone that I was honored to speak at. Sterling United Methodist Church has long embodied the welcoming, inclusive, and service-focused spirit of Sterling and its neighboring areas.

In celebration of this anniversary, the church has launched “Difference 150,” a special initiative inviting everyone to complete 150 acts of kindness. I’m personally participating in this meaningful challenge and encourage others to join as well! Every act, no matter how small, helps to demonstrate our collective dedication to serving not just Sterling, but the broader community as well.

As part of the celebration, I was asked to attend and speak at a service. I had the privilege of presenting Sterling United Methodist Church with a Certificate of Commendation from the Virginia House of Delegates, recognizing 150 years of dedicated service to our community and getting to know the extraordinary members of this congregation.

Federal Government Shutdown and Its Impact on Virginia

On Wednesday, October 1st, the government shut down as Democrats put forth multiple attempts to pass a bipartisan budget deal that would have kept the government open and protected lifesaving healthcare for Americans, but a consensus was not reached. As a result, health care premium increases for 350,000 Virginians are at risk of impacting small business owners, farmers, seniors, and many others across the state. It is important to note that under federal law, anyone who is not present legally in the United States does not get health care through federal services.

Regardless of these ongoing challenges, Virginia House Democrats remain committed to keeping costs down and protecting federal workers through recent legislation, such as SB1430, which provides individuals impacted by a government shutdown with a 30-day delay in eviction, foreclosure, and related proceedings, and HB1766, which increases weekly unemployment benefits by $100. Due to the Governor’s amendment, HB1766 has a delayed enactment of January 1, 2026.

If you are facing difficulty due to the government shutdown and require assistance from the state government, contact my office at DelAReaser@house.virginia.gov, and a member of my staff will be in touch.

Digital ID App

Virginia is introducing a new Mobile ID (“mID”) system that enables residents to securely store their driver’s license or state identification on a smartphone, allowing individuals to supplement their physical card. Additionally, the mID application employs advanced security measures to safeguard personal data and privacy, offering users a digital credential that is both easily accessible and convenient. Some key points to know:

Optional & Secure: Mobile ID is not required, but it is available for people who want greater convenience or an extra level of portability. Security and privacy are top priorities, ensuring that your personal data is protected.

How it Works: The Mobile ID app generates a unique, scannable QR code that contains your identification information. When you need to show ID (like during a traffic stop), law enforcement or other authorized personnel can scan this QR code with a special “Virginia mID Verifier” app to verify your credentials instantly and securely.

Real-Time Accuracy: Since it is digital and connected, the information in the app is always up to date, reducing the chance of someone using an expired or revoked license.

Pilot Phase: Right now, this Mobile ID is being tested in a “Test Drive” pilot phase. The plan is for a full statewide launch in late September.

Guidance for Law Enforcement: The FAQ link below offers law enforcement officers instructions on verifying Mobile IDs, outlines the benefits (like quicker, contactless interactions and increased fraud protection), and covers any operational questions.

Overall, Virginia’s Mobile ID is designed to make identification easier, safer, and more reliable for everyone, while also allowing law enforcement to check credentials quickly and accurately. Click the button below to learn more.

Elevating Proficiency Benchmarks Without Investment In Capacity

On September 25, 2025, the Virginia Board of Education unanimously voted to raise K-12 academic standards to align with national benchmarks, using cut scores similar to those of the National Assessment for Educational Progress (“NAEP”). The Virginia Department of Education will provide tools, training, and resources to support students, educators, and families in meeting these higher expectations. The decision followed substantial input and strong support from educators, families, and the community, with stakeholders noting the benefits of more accurate student progress data and a stronger future-ready workforce. As these new standards near implementation, the following steps will occur:

Roadshow for Input: Statewide input sessions will be held with stakeholders in October to finalize implementation plans. The Virginia Department of Education will then present a final, multi-year phase-in implementation plan at the Board’s business meeting on October 23, 2025.

Division Impact Reviews: Division-level impact data will be shared with local leaders for planning and support.

Professional Development & Supports: Expanded professional development and coaching for educators using 2024-25 student data will be launched.

Parent & Community Engagement: A communications toolkit will be provided to families that explains how the new expectations support student growth.

Monitoring & Adjustment: The Board of Education will continue to monitor, share the best practices, and adjust supports as new data emerges.

In 2023 and 2024, the Virginia Department of Education adopted more rigorous academic standards for math and reading, emphasizing deeper understanding, critical thinking, and real-world application. To align with these elevated standards, assessments and test questions were revised to emphasize thinking beyond just memorization and advanced skills. However, proficiency cut scores were not updated to reflect these changes, prompting many stakeholders to advocate for benchmarks that match the new expectations. As more information becomes available, we will keep you updated. In the meantime, click below to learn more or share your thoughts on this change with the Virginia Department of Education.

Virginia Bankers Association (“VBA”) Meeting

At the Virginia Bankers Association (“VBA”) Regional Meeting, community stakeholders played a pivotal role in legislative discussions on a range of topics, including banking. The VBA convened regional banking leaders and state elected officials to examine broader trends within the banking industry. As a Delegate representing Loudoun County—one of the fastest-growing economies in the nation—it is essential that we consider community feedback when evaluating how the banking industry impacts our local economies.

Wolf Trap Ball

Celebrating the arts at The Wolf Trap Bollywood Ball with fellow Virginia Legislators.

The Wolf Trap Foundation for the Performing Arts hosted the Wolf Trap Ball, marking the end of its 2025 concert season and celebrating the impact of its arts and education programs. This year’s theme highlighted the spirited music, cuisine, and cultures of India.

As a major nonprofit and prominent cultural institution in Northern Virginia, Wolf Trap was recognized during the 2021 General Assembly session for its five decades of contributions to the Commonwealth’s cultural landscape and its dedication to preserving and expanding early childhood education in the arts. Central to this mission is the Institute for Early Learning Through the Arts, which partners with public schools statewide to integrate arts into education. I am proud to continue supporting the fine arts—a commitment that began during my service on the school board, where we made a multimillion-dollar investment in Loudoun County Public Schools’ fine arts programs.

Bank of Clarke Ribbon Cutting

I was glad to attend the ribbon-cutting ceremony for Bank of Clarke’s new location. Since its founding in 1881, this Virginia-based institution has remained true to its mission—reflected today in the values of L.O.C.A.L.: Leadership, Outstanding Service, Community, Adaptability, and Loyalty.

In Loudoun County, Bank of Clarke plays an important role in supporting families, small businesses, and local entrepreneurs. With services ranging from commercial lending to retail banking and wealth management, the bank has been a trusted partner in driving economic opportunity and strengthening our communities. Their continued growth highlights both their deep roots in our community and the broader economic momentum across Northern Virginia.

Fundraiser with Congressman James Walkinshaw

Thank you to everyone who attended our event and lent their support!

While on the campaign trail, I was honored to be joined by Congressman Walkinshaw in support of my reelection campaign. Together with leaders from politics, business, and public service, I shared my vision for a second term and the important work that lies ahead.

In today’s political climate, state legislatures serve as the firewall against executive overreach and play a critical role in safeguarding our freedoms. Maintaining our House majority is essential—not only to respond effectively to challenges from Washington but also to advance commonsense, solutions-driven policies here at home. I am proud that, thanks to our majority, I have successfully passed legislation on core issues such as economic opportunity, education, and public safety. Without it, many of my bills would never have been heard, let alone passed the General Assembly.

Thank you to everyone who joined us and continues to support this effort. My team and I are ready to work tirelessly to earn every vote. If you are interested in donating to assist our efforts, click the button below.

Canvass Launch With Arben Istrefi

Our community is strong, determined, and ready to work hard for a win this November!

Some of the most consequential elections in Loudoun County this year are happening at the local level, including three school board seats within my district. I was proud to join Delegate David Reid and Delegate JJ Singh in supporting Sterling District School Board Member Arben Istrefi.

Every child—whether enrolled in special education, general education, or gifted programs—deserves the resources and support necessary to reach their full potential and grow into active, contributing members of our community. That is why we need dedicated school board members like Arben Istrefi, who are committed to building more inclusive classrooms and ensuring that both students and staff have the tools they need to succeed.

ENDORSEMENT ALERT!

Workers deserve the ability to bargain collectively for benefits, conditions, and pay. I’m proud to stand with the folks who help us in transit, and in all service jobs! Thank you to ATU Local 689 for validating my commitment with your endorsement!

Virginians should have the freedom to make their own healthcare decisions. I appreciate the endorsement of Vote Pro Choice in recognizing my commitment to protecting access to care.

How My Office Can Help

Navigating state agencies can be confusing and difficult at times. As the delegate for House District 27, I can help you communicate with state agencies such as the Virginia Employment Commission, Departments of Taxation, Social Services, Transportation, and more! I can also submit inquiries with those agencies on your behalf. There are limits to what I can do, however. For example, I am unable to expedite cases or force state agencies to favor your inquiry, provide legal advice or recommend a specific attorney, intervene with judicial issues, overturn decisions, or be involved with matters between private businesses.

Whether you require my office’s assistance, want to bring an issue to my attention, or invite me to a community event, please reach out here: https://atoosareaser.com/help/.

Alongside constituent services, I can submit drafts for commending and memorial resolutions. If you know of a person or organization in the district that deserves special recognition, please submit a request here: resolution request form.

As September winds down, there’s plenty of energy and momentum building. With Election Day just over a month away and the upcoming legislative session on the horizon, we have many important updates to share, along with the latest updates from recent committee work.

Joint Commission on Health Care (“JCHC”) Meeting

At its most recent meeting, the Joint Commission on Health Care examined data on the overall health and well-being of Virginians, with particular attention to the decline in the state’s average life expectancy since 2017. Several factors contribute to this troubling trend, including decreases in adult health care coverage, rising health care costs, increased drug overdose rates, the prevalence of chronic conditions, and the impacts of the COVID-19 pandemic.

The commission also discussed the ongoing fentanyl crisis and potential policy responses. Ideas included expanding funding for opioid antagonist distribution programs, hiring additional peer recovery specialists, and strengthening support for jail-based mental health initiatives.

The meeting concluded with a discussion of potential study topics for commission staff to pursue at the end of the year. Many of these proposals centered on understanding the effects of HR1 (“One Big Beautiful Bill”) and identifying strategies to improve access to health care. Two of my study proposals were included: examining how shifts in provider participation in health care may affect access, and evaluating oversight of direct primary care providers who operate outside of traditional insurance systems. These conversations will continue into 2026 as we work to better understand these challenges and craft effective policy solutions.

LCDC County Wide Canvass and Chili Cook-Off

Congratulations to Leesburg Councilman Nick Krukowski for winning the 1st annual Loudoun Dems Chili Cook-Off!

Congratulations to the Loudoun Democrats on their successful county-wide canvass and chili cook-off event! This gathering brought together elected officials and candidates to serve chili, help raise the funds needed for the Loudoun Democrats to print sample ballots, send mailers and postcards, and prepare precincts for the upcoming election. With a strong community of advocates like this, we are ready to push ahead and score wins across Loudoun and Virginia this November!

General Assembly Page Program

The Virginia General Assembly Page Program is now accepting applications. Established in 1847, this program provides students with a unique opportunity to serve in the House Clerk’s Office during the Regular Session of the Virginia General Assembly. Participants gain hands-on experience with the legislative process, enhance their understanding of civic education, and develop valuable personal and professional leadership skills.

Below, you will find additional information about program requirements and instructions on how to apply. Applications are due on October 17, 2025.

Endorsement Alert!

Clean air and safe drinking water are not luxuries; they’re rights we must protect for future generations. That’s why I’m honored to earn Sierra Club’s endorsement. I’m committed to fighting for healthier communities today and building a sustainable future for tomorrow.

Elevating every voice in our community is key to having truly constructive dialogue and creating policy that addresses community needs. I am thrilled to have the Democratic Latino Organization of VA’s endorsement.

September is in full swing, and autumn is beginning to make its presence felt. Now’s the perfect moment to pause, take stock, and gear up for the exciting weeks ahead.

Community and Conversation with Congressman James Walkinshaw

In 2025, all eyes are on Virginia—and we need your help to keep delivering results for our community. As state legislatures have become the last line of defense against extremism, I am committed to winning my re-election AND keeping our Democratic majority. That’s why this election matters so much!

I would be honored to have you with us for a night of great conversation with newly elected Congressman James Walkinshaw as a special guest. As we head into the final stretch of the 2025 election season, our host committee is still forming, and your support will make all the difference. Click the button below to register for the event.

September Meeting of the Speaker’s Emergency Committee on the Impacts of Federal Workforce and Funding Reductions

Throughout the legislative interim, this bipartisan committee has worked diligently to assess how recent reductions in the federal workforce and federal funding will affect Virginia in the years ahead. In September, the committee convened in Richmond to present its findings and discuss how state lawmakers can protect Virginians and our economy from the repercussions.

Nearly one-quarter of the Commonwealth’s economy depends on federal dollars, and these cuts are already resulting in job losses, higher costs, and diminished resources for essential services such as public education and healthcare. Beyond workforce reductions, program funding cuts under the administration’s budget are drying up critical resources and forcing the cancellation of improvement projects across Virginia. The loss of federal jobs is also eroding local tax bases, leaving local governments to make difficult choices about which services to fund.

Among the anticipated costs to Virginians are $360 million over 2027–28 to maintain SNAP food assistance, a $2.1 billion reduction in hospital funding, and a doubling of healthcare premium costs for low-income families.

Overall, these federal cuts pose a serious threat to Virginia’s economy and the well-being of our communities. As federal support recedes, state and local governments will be left to shoulder significant new costs. Our mission moving forward is to protect these critical programs and ensure Virginia is prepared to withstand and mitigate the impacts that are already beginning to take hold.

As these are not one-time costs—they are ongoing obligations to fund schools, healthcare, and public safety – short-term funding is not a sustainable answer. The Commonwealth has been left with tough choices to keep Virginia’s budget balanced. My office will continue to provide updated information as it becomes available.

Notice on COVID-19 2025-26 Vaccines

Our office has received several inquiries about the process for obtaining the newly released COVID-19 booster, and we want to provide clarity on the current requirements. In Virginia, pharmacies can administer vaccines and other medications in two ways: (1) through a direct prescription from a licensed medical provider, or (2) under the Centers for Disease Control and Prevention (“CDC”) immunization schedule, which allows certain vaccines to be provided without a prescription. Currently, the CDC’s immunization schedule includes the 2024–25 COVID-19 vaccine formulation but does not yet include the 2025–26 formulation. As a result, a prescription is currently required to receive the newest booster shot.

The CDC’s Advisory Committee on Immunization Practices is scheduled to meet on September 18–19 to consider updates. For more information about the current status of the 2025–26 COVID-19 vaccine, please click here:

Canvass Launch with AG Candidate Jay Jones

NAACP Loudoun Town Hall

Grateful for the opportunity to take live questions during a bipartisan Town Hall!

Showing up, listening, and working together are the foundation of effective public service. I am committed to continuing conversations regarding the issues facing our community, like ensuring economic opportunity, providing our children with a world-class education, and strengthening public safety.

Northern Virginia Association of Realtors Launch Member Experience Center

Strong partnerships between public officials and regional stakeholders are key to solutions-oriented public policy.

I had the privilege of attending the Northern Virginia Association of Realtors (”NVAR”) opening of its new Member Experience Center in Ashburn. Congratulations to NVAR on its continued commitment to supporting, connecting, and inspiring its members. Strong partnerships between advocates and government are essential to shaping public policy that fosters economic opportunity and strengthens relationships.

ENDORSEMENT ALERT!

Agriculture is a top economic driver in Virginia, with farmers as the backbone of the industry, and Loudoun is home to the best of them! I am so proud to earn the endorsement of the Virginia Farm Bureau.

As the days grow a little crisper and the season shifts, September brings a sense of momentum—a chance to reconnect, set new goals, and move forward together with purpose. It’s also a natural time to pause and reflect on the work already underway. Over the past few months, I’ve been grateful for the opportunities to serve our community, and I’m excited to share some of those highlights with you.

Commission on Civic Education

During the legislative interim, members of the General Assembly participate in a range of commissions that oversee policy areas across the Commonwealth and provide guidance on emerging legislative issues. As Vice Chair of the Commission on Civic Education, I recently traveled to Richmond for our latest meeting.

The Commission reviewed a potential alternative draft to House Bill 2052, which would require civics courses to incorporate instruction on local government entities and constitutional officers. Members discussed refinements to the proposal and outlined next steps for consideration. We also received an update on the Commonwealth’s new civic education website, including efforts to expand accessibility and classroom resources. Planning is underway for the 2025 Teacher Summit, with an emphasis on professional development opportunities. In addition, George Mason University presented its new Civic Education Course, underscoring the collaborative work between faculty and the Commission to strengthen civic learning in Virginia.

Community Conversation at the ADAMS Center

My Sixth Year of impactful conversations at ADAMS Center Sterling!

My team and I had a meaningful opportunity to engage with congregants at the ADAMS Center’s Sterling location. For more than six years, maintaining dialogue with the ADAMS community about shared priorities and pressing issues has deepened my understanding and strengthened my ability to serve. I am grateful to everyone who took the time to stop by our table and share their perspectives. These conversations are vital to building strong, lasting connections with the community I am honored to represent.

Final Meeting of the Speaker’s Emergency Committee

Next Thursday (September 11, 2025), the Speaker’s Emergency Committee on the Impacts of Federal Workforce and Funding Reductions will convene its final meeting. Members of this bipartisan committee will discuss the federal spending realignment and Virginia’s uncertain fiscal future. This meeting will be streamed on the day; you can use the button below to tune in and view the proceedings.

Reminder: Mobile Office Hours at Sterling Library

This is a reminder that today, September 7, 2025, my office will hold our quarterly Mobile Office Hours at the Sterling Library from 12:00–2:00 PM. These office hours offer constituents the opportunity to share concerns, discuss policy solutions, and connect with our team on issues affecting the community. Please use the button below to reserve a time slot.
